STATEMENT OF OPERATION AND ACTIVITIES:
Since the opening of the first Staten Island General Service (SIGS) meeting on May 1,1983, the approximately 100 groups registered (As of 2026 82 Groups), keep the doors open and hold Alcoholic Anonymous (A.A.) meetings every day of the week throughout the county of Richmond, offering our experience strength and hope to those suffering from the disease of alcoholism.
In the spirit of cooperation without any kind of affiliation with the judicial system, S.I.G.S. welcome to our (A.A.) meetings those individuals with judicial orders to attend meetings.
In cooperation with the professional community S.I.G.S. offer its presence to health fairs on request, by providing literature and non-professional open discussion about alcoholism. SIGS also welcomes medical students to attend their open meetings as a part of fulfilling their requirements.
In cooperation with Detoxification and Rehabilitation centers S.I.G.S. brings (A.A.) meetings, by providing literature and non-professional open discussion about alcoholism.
The name of the organization shall be Staten Island General Service of Alcoholics Anonymous, within the constituent part of South Eastern New York Committee (Hereinafter referred to as SENY,area 49) and Assembly of Alcoholics Anonymous. (Hereinafter referred to as S.I.G.S.).
The purpose of the organization is to serve the needs of the A.A. groups within its geographical area and to function as a constituent part of South Eastern New York Area of Alcoholics Anonymous, and function within the guidelines and spirit of the A.A. Service Manual, the A.A. Twelve Concepts for World Service, the Twelve Steps and Twelve Traditions of Alcoholics Anonymous, and the General Warranties of the conference of Alcoholics Anonymous which state:
In all its proceedings, the General Service conference shall observe the spirit of the A.A. Tradition, taking great care that the conference never becomes the seat of perilous wealth or power; that sufficient operating funds, plus an ample reserve (25% of Annual Budget or bank minimum requirements, whichever is greater), be its prudent financial principle; that none of the conference members shall ever be placed in a position of unqualified authority over any of the others; that all important decisions be reached by discussion, vote and whenever possible, by substantial unanimity (⅔ Vote); that no conference action shall ever be personally punitive or an incitement to public controversy; that though the conference may act for the service of Alcoholics Anonymous, it shall never perform any acts of government; and that, like the society of Alcoholics Anonymous which it serves, the conference itself will always remain democratic in thought and action.
The area served by S.I.G.S. is Richmond County, in the state of New York.

(82 Groups) as of 12/2026
The County shall be divided into geographical districts, consisting of varying numbers of A.A. groups. Each district is entitled to be represented by a District Committee Member, elected by the General Service Representatives of the district. The D.C.M. shall serve as a link between the area and the county to the G.S.R. If the D.C.M. is not active in the area and county, the G.S.R.’s in the district may elect another on their own initiative or by request of the S.I.G.S. DCMC
The General Service Representatives are to be elected by their A.A. group to serve as a link between the group and A.A. as a whole. The G.S.R. represents the group conscience, reporting the group’s wishes to the committee members and to the delegate, who passes them on to the A.A. General Service Conference. The G.S.R.s shall represent their group at SENY assemblies and elect new committee members and delegates.
The county of Richmond, S.I.G.S. shall meet monthly, and the D.C.M.C. has the right to deem additional meetings or cancellations as needed. Every even numbered year, at the October meeting, SIGS shall elect its DCMC, Officers, and Standing Committee Chairs for a term to commence January 1 following the election. To remove an elected member during their term they must be voted out. Appointed members can be removed without a vote.
Every A.A. group in the South East Area of New York, Area 49, is entitled to choose a G.S.R. to be sent to the S.E.N.Y. Assemblies for the purpose of representing their group and elect new committee members. Unless otherwise amended in the Handbook, the area committee elections and officer qualifications shall be as outlined in “Chapter IV” of the A.A. Service Manual.
For a quorum to be held the DCMC or Alternate DCMC and Recording Secretary (or temporary appointed secretary) must be present. A quorum for a S.I.G.S. meeting shall consist of 2/3 of 18 S.I.G.S. members, (12 members) or greater, 3 of the 5 Officers with 1 being either the D.C.M.C. or Alt. D.C.M.C. present.
DISSOLUTION PROVISION
If for any reason the organization shall cease to function (exist), all monies, records, and other property held in its name shall become the property of South Eastern New York General Service Area 49 Committee and Assembly of A.A. In the event of dissolution, all of the remaining assets and property of SIGS shall, after necessary expenses are met, thereof be distributed to such AA organizations as shall qualify under section (c)(3) of the Internal Revenue Code, or corresponding provisions of any subsequent Federal tax laws; or to a state or local government for a public purpose.
NON-INUREMENT PROVISION
No part of the net earnings of SIGS shall become beneficial or advantageous to any member or officer of SIGS, or any private individual, (except that reasonable compensation may be paid for services rendered to, or for the organization). Nor shall any of the aforementioned be entitled to share in the distribution of any assets upon dissolution of the organization.
RESTRICTIVE LEGISLATION PROVISION
No substantial part of the activities of SIGS shall be carrying on propaganda, or otherwise attempting to influence legislation, any political campaign on behalf of or in opposition to any candidate for public office.
The GSRs DCMs, and Standing Committee Chairs, (Excluding all Sub-Committee Chairs) of Richmond shall constitute the county General Service Meeting and shall elect all 5 SIGS Officer Positions.
Commitment Qualifications:
- Qualification for DCMC is suggested, four years of sobriety…….

- Qualification for SIGS Officers (Secretary, Treasurer, Registrar) is suggested four years of sobriety…….
- Qualification for GSR is suggested, two years of continuous sobriety; or (If deemed necessary) group conscience.
ANNUAL SIGS EVENTS
The following is a list of events on the SIGS Calendar. If any event is without a Chairperson in place 4 months prior to the event, the DCMC may appoint a Chair, or may, by virtue of their position, cancel the event for that calendar year. In the event a Sub-Committee Chair position is vacated the Co-Chair will assume responsibilities of Chair. If the position of Cochair is vacant the DCMC may appoint a chair.
All these activities and events are 100% volunteer service. All SIGS events are funded by SIGS seed money* and voluntary contributions from A. A. groups and A. A. members.
*Seed money is a SIGS budgeted item to cover initial start-up expenses.

Storage Facility Details & Guidelines
- SIGS maintains a storage unit to house all event related supplies & Staten Island archives.
- This unit is paid annually (when paid annually discounts may apply)
- Storage Unit contract should be updated to the current treasurer after each bi-annual election.
- There should be a designated trusted servant along the Archives Chair of SIGS who have access to the unit. This servant should know they have to make themselves available when access is requested
- An inventory will be maintained, with items being checked in and out at each visit. A record of who assumes responsibility, and date will be included. Whatever is used to maintain these records will be left in the unit. This record will be made available for review to any member of SIGS upon request
Right of Decision
As a traditional means of creating and maintaining a clearly defined working relationship between the groups and SIGS. It is suggested that we endow each of these elements of SIGS with a traditional “Right of Decision”. (1)
Right of Participation
Throughout our SIGS structure, we ought to maintain at all responsible levels a traditional “Right of Participation” taking care that SIGS members (excluding sub-committee chairs) shall be allowed a vote. (2)
Right of Appeal
Throughout SIGS, a traditional “Right of Appeal” ought to prevail, thus assuring us the minority opinion will be heard and that petitions for the redress of personal grievances will be carefully considered. (3)
(1,2, & 3) are taken from the SENY service manual. These principles should be practiced in business meetings, county meetings, Assemblies, and the Conference. (1) reflects concept 3. (2) reflects concept 4. (3) reflects concept 5. These 3 principles help to form an informed group conscience.
The Staten Island General Service Structure
Positions, suggested job duties and responsibility for the following:
General Service Representative (GSR) The GSR is the link that helps to create an informed group conscience by bringing information from the district, county, and area. The non-existent or inactive GSR deactivates the checks and balance system for group self-honesty. The active GSR ensures a connection between the group and the worldwide fellowship starting with group discussions that share the group’s experience and carries the groups voice within the county and area.
The GSR in a sense is the service sponsor of their group. They are as kind, nonjudgmental and willing to share as they would be with a newcomer. Group sponsorship is the best example of the relationship of the GSR to the group in matters of service and unity.
Because the GSR enjoys the trust of the group, they learn to listen and listen to learn. Their role is often reversed. They return to the group with the results of problems and solutions that could affect the unity, health and growth of A.A. How well the GSR does their job can be measured by their knowledge of the groups conscience and how they keep the group informed.
The active sponsorship experience is great for the GSR to have. It indicates the ability to reach out, carry the message, and working with others as suggested in chapter seven in the Big Book. The GSR needs to have courage, emotional maturity and thick skin to carry the message of service. Experience and A.A. History provides this confidence.
Qualifications:
- GSRs must know they are available for a two-year rotation before accepting the commitment. the rotation usually starts the first of January.
- In the absence of an active DCM, they contact other GSRs in their districts and activate the district committee as outlined in The A.A. Service Manual.
- They are informed of the responsibilities before taking the commitment.
- They are willing to act to the best of their conscience.
- They must be able to take criticism and be willing to motivate and project positive ideas of the Traditions and Concepts.
- The GSR is a messenger, an agent for A.A., and a communicator.
Duties and Responsibilities:
- Regularly attends group meetings, especially business meetings.
- Regularly reports to group meetings on all service meetings and service activities.
- Attends SIGS monthly meetings, reporting any group concerns.
- Encourages contributions to all service areas.
- Attends any DCM meetings.
- Attends area assemblies, including Delegates Day of Sharing, post conference assembly and election assembly.
- Knows simple A.A. history.
- Distributes “The Link” to the groups.
- Is available to serve, cooperate and share with other group officers on sponsorship, literature, institutions, and the GSO.
- Arranges for a periodic group inventory.
- Keeps informed of group affairs affecting other groups or A.A. Ensures groups participation in answering the Delegates questionnaire.
The District Committee Member (DCM) The District Committee Member is the backbone of the General Service Conference. As the number of groups increase, more districts are formed rather than creating more areas or more delegates. The group conscience of an area is expressed by the district. The DCM reaches out to, and is in contact with the groups in their district.
Qualifications: It is suggested that the DCM and their Alternate have a minimum of four years of sobriety. They must know that they will be accepting the commitment for a two-year rotation.
Duties and Responsibilities:
- Attends and chairs regular monthly district meetings.
- Attends and participates in all area assembly meetings.
- Attends, makes up the quorum, and has a vote at committee member meetings held by the Alternate Delegate.
- Assists in preparation of district meeting minutes and newsletter as GSRs agree.
- Receives, considers, and discusses all GSR group reports and district reports with the GSRs.
- Keeps informed of group contributions to the General Service.
- Encourages the GSRs and the groups to participate in the district.
- Encourages each group to have an active GSR and alternate.
- Prepares a brief, written report for the district or county newsletter and obtains copies of “The Link” at committee meetings for distribution to groups in the district.
- Prepares an annual update of group information for the district at the request of the SENY secretary and county officers.
- Through district meetings, is knowledgeable of district affairs and develops an understanding of the district group conscience.
- Brings to SIGS those district problems, solutions and activities which may help others.
- Continues the same training as is suggested for the GSR, being an example of service, sponsorship, and responsibility.
District Committee Member Chair (DCMC) In SENY the number of groups in a relatively small area has led to the conclusion that there are certain activities that are best carried out at the county level. In consequence, the 12 counties in SENY have their own county General Service meetings and officers. Each county is primarily responsible for redistricting consistent with general guidelines suggested by the area assembly and A.A. Service Manual. Each county organization is structured differently with committees paralleling some or all the SENY committees.
Qualifications: It is suggested that the DCMC have a minimum of 4 years of sobriety. They must know that they will be accepting the position for a 2-year rotation.
Duties and Responsibilities:
- Chairs all county (SIGS) meetings.
- DCMC is 1 of 3 authorized signatures on the SIGS bank account.
- The DCMC, in absence of Recording Secretary, may appoint a temporary secretary.
- Prepares all agendas for the county meetings and sends them to the county secretary for distribution, along with the minutes.
- Attends, has a vote, and helps to make up the quorum at committee member meetings held by the Alternate Delegate.
- Makes themselves available to county DCMs and GSRs.
- Forms county committees and appoints sub-committee chairs when needed.
- Communicate with county treasurer concerning the condition of the county bank account, countersign county checks, and help keep the county solvent.
- Make themselves available to help with Group Inventories and answer questions regarding the Traditions and Concepts.
- Directs new groups on how to register with GSO. (General Service Office)
- Attends all area (SENY) meetings and the Delegates Day of Sharing.
- Is a voting member of the SENY Committee and Assembly.
- Is a voting member of the SENY Ad Hoc Committee on Service Participation.
- Supports other counties Share-A-Days and Spiritual Breakfasts.
- Submits monthly articles to “The Link” editor and county newsletter.
- Keeps the county aware of Area, National and International A.A. information and events.
- Keeps SENY aware of all county events. Is responsible for acquiring insurance for venues requesting it.
Alternate District Committee Member Chair (ALT DCMC)
Qualifications: It is suggested that the ALT DCMC have a minimum of four years of sobriety. They must know that they will be accepting the commitment for a two year rotation.
Duties and Responsibilities:
- Assume responsibilities of the DCMC in their absence.
- DCMC is one of three authorized signatures on the SIGS bank account.
- DCMC oversees storage unit inventory.
- Attends County and SENY meetings.
- Performs duties assigned by DCMC.
- Delivers an activity report to every SIGS meeting.
Recording Secretary:
Qualifications: It is suggested that the Recording Secretary have a minimum of four years of sobriety. They must know that they will be accepting the commitment for a two-year term.
Duties and Responsibilities:
- Takes county minutes at monthly SIGS meetings and any additional meetings assembled by the DCMC.
- Distributes minuets in a timely manner following each SIGS meeting. (Suggested within 72hours)
- Edits, duplicates, and distributes the minutes in consultation with the DCMC at the county meetings.
- Has a level of computer knowledge, comfort, and information technology skills that reflect the county’s needs.
- Ensures that a copy of the Handbook is present at all county meetings. Distributes Agenda.
- May be asked to assist in distributing information to the body.
Registrar:
Qualifications:
It is suggested that the Registrar have a minimum of four years of sobriety. They must know that they will be accepting the commitment for a two-year rotation.
Should be comfortable correcting and entering information on Platforms used by SENY. Assists SENY Registration Chair by confirming the legitimacy of potential servants.
Duties and Responsibilities:
- The primary purpose of the Registrar is to make certain that SENY has an accurate record of those doing service in Richmond County.
- Collaborates with SENY Registration Chair, and DCMs to update group contact information.
- Coordinates sign-in sheets at county (SIGS) meetings and confirms quorum.
- Directs new groups on how to register with GSO.
- Encourages groups to provide a GSR or group contact to the county.
- Delivers a report at every SIGS meeting.
Treasurer:
Qualifications: It is suggested that the Treasurer have a minimum of four years of sobriety. They must know that they will be accepting the commitment for a two-year rotation.
Duties and Responsibilities:
- Coordinates the County bank account. obtains and sees to the completion of the bank signature cards by the DCMC, ALT DCMC, and Treasurer.
- Treasurer is one of three authorized signatures on the SIGS bank account.
- Receives and accounts for all group contributions, and other revenue, including electronic payments.
- Holds two budget meetings annually, one in January, to discuss the proposed budget for that year. One in July for mid-year review.
- Prepares the annual budget in September
- Dispenses funds in accordance with the annual budget established by SIGS.
- Maintains full financial records on all transactions and reports to SIGS.
- Works with SIGS as needed to help ensure prudent fiscal planning and documentation.
- Delivers a report at every SIGS meeting.
- The treasurer should have basic knowledge of spread sheets.
- Passes the 7th. tradition basket.
- Is responsible for paying the rent at storage facility.
- Is responsible for paying rent to facility used for SIGS county meetings.
- Should hold copies of SIGS certificate of Authority.
- Makes certain that incoming treasures have names and addresses updated to storage facility, as well as retailers that extend the privilege of a tax free statis.
- Makes certain that a prudent reserve is maintained. (A prudent reserve as deemed by SIGS)
- The Treasurer may make themselves available to event chairs.
STANDING COMMITTEE SERVICE COMMITTMENTS
- It is suggested that ALL Standing Committee Chairs have a minimum of two years of sobriety.
- The Term of Service for all positions is two years
- It is suggested that each standing chair upon rotating out be prepared to assist in coming servants and should turn over contact information.

Accessibility / Special Needs:
- Form and chair an Accessibility Committee;
- Raise awareness of those with Accessibility/Special Needs within the AA community.
- Holds Accessibility/Special Needs Committee meetings within county;
- Attends the SENY Special Needs Committee Chair’s meetings;
- Host/attend workshops, presentations, mailings, etc. with SIGS and SENY.
- Familiarizes themself with Accessibility/ Special Needs Workbook.
- Develop and maintain an active list of volunteers to carry the message.
- Attends and reports to monthly S.I.G.S. meetings.
Archives:
- Form and chair an Archives Committee
- Collects, updates and preserves historical data that is pertinent to the county.
- Attends the S.E.N.Y. Archives Chair’s Committee meetings.
- cooperates with other area and local service committees.
- Displays archives upon request at County events and group anniversaries, etc.
- Attends and reports to the monthly S.I.G.S. meeting.
Cooperation with the Professional Community (CPC):
- Form and chair CPC committee
- Recruit volunteers on the County level for exhibits, staffing and speaking.
- Arrange for and provide staffing and literature for exhibits at professional meetings in the county.
- Responds to requests for speakers from area professional programs.
- Attends S.E.N.Y. C.P.C. Committee Chair’s meetings.
- Follows up on requests for information from our county and the GSO and cooperates with area Intergroups.
- Is familiar with the C.P.C. Workbook.
- Attends and reports to the monthly S.I.G.S. meeting
Corrections:
- Forms and chairs a corrections committee.
- Coordinates correctional information with GSO. (General Service Office)
- Maintains corrections volunteers list, and coordinates the pre-release program, (“Bridging the Gap”)
- Raises awareness within the county of the need for corrections correspondence. “Pen Pal Program.”
- Attends SENY Corrections Facilities Committee Chair’s meetings.
- Is familiar with the Correctional Facilities Workbook.
- Attends and reports to the monthly S.I.G.S. meetings.
Grapevine/La Vina:
- Forms and chairs a Grapevine Committee.
- Raise awareness and sell GV / LV literature within the county.
- Maintains/keeps records of inventory.
- Attends SENY Grapevine / LaVina Committee Chair’s meetings.
- Is familiar with the Grapevine/ LaVina Workbook.
- Upon request, coordinates, attends and displays GV/LV literature at group/county events.
- Passes along communication from AAWS / GV of possible interest to the membership.
- Attends and reports financials to the monthly SIGS meeting.
Intergroup Liaison:
- Attends the SENY Liaison Committee Chair’s meetings.
- Responsible for keeping communication lines open between the County and Area Intergroups.
- Liaison between the Intergroup and the SENY standing chairs for CPC, Corrections, Treatment, Special Needs and P.I.
- Attends and reports to the monthly SIGS meeting
Literature:
- Forms and chairs a Literature Committee.
- Buys Conference-approved literature for the County.
- Brings the literature display to County events: Share-A-Day, Spiritual Breakfast, District Workshops, and Group Anniversaries when invited.
- Attends SENY Literature Chair’s meeting.
- Maintain and keep records of inventory, pass along all monies and expense records to the SIGS treasurer promptly.
- Attends and reports financials to the monthly SIGS meeting
Meeting List:
- Coordinate meeting list distribution.
- Reorder meeting lists on as needed basis: coordinated with SIGS Treasurer.
- Coordinates with SIGS Web admin prior to printing to ensure that all necessary changes have been made and is as recent as possible.
- Coordinate with Treatment Facility Chair regarding Staten Island institutions meeting list needs and distribution.
- Report number of meeting list on hand, current inventory and sales of meeting list.
- Attends and reports financials, current number of meeting lists, monies collected on last of month at the monthly SIGS meeting.
Public Information:
- Forms and chairs a Public Information Committee
- Attends the SENY PI Committee Chair’s meeting.
- Maintain a list of PI volunteers.
- When possible, coordinates PI activities with GSO and local Intergroups.
- Coordinates County PI workshops.
- Works with Counties and Districts on media public service announcements (PSA’s).
- Is present at Share-A-Day
- Makes themselves available at community events when requested.
- Reaches out to community entities such as PD, High schools, Churches, county organizations, etc.
- Become familiar with the PI Workbook.
Service Sponsorship:
- Welcomes and familiarizes those new to service.
- Coordinate and facilitate a SIGS “New GSR/DCM” Orientations monthly.
- Obtains and distributes SIGS Newcomer Packets. (including the SIGS Handbook)
- Schedule workshops as needed. (e.g. Delegates Questionnaire)
- Maintain a list of ones available to serve as Service Sponsors.
- Attend and report to the monthly SIGS meeting.
Treatment Facilities:
- Form and chair a Treatment Facilities Committee
- Bridge the gap between treatment and A.A. through temporary contact programs where not provided by Intergroup.
- Maintain a list of treatment facilities within the county.
- Attend the S.E.N.Y. Treatment Facilities Committee Chair’s meeting.

- Maintains the county website under the SENY umbrella.
- Tracks ongoing development of the County website as a tool for carrying the A.A. message.
- Keeping the County informed on developments in software and technology which may affect the County’s use of the Internet and related information management tools.
- Attends the S.E.N.Y. Website Committee Chair’s meetings.
- Works with the SENY Webmaster to ensure the day-to-day maintenance of the county website keeping information current and correct.
- Attend and report to the monthly SIGS meeting.
Email admin:
- Responsible for assisting officers and committee members with the setting up of their service emails.
STANDING SUB-COMMITTEE SERVICE POSITIONS
- It is suggested that ALL Standing Sub-Committee Chairs have a minimum of 4 years of sobriety; or SIGS Group Conscious.
- The Term of Service for all positions is one event.
- Each event will have a binder which will be supplied to incoming event chairs.
- Event chairs are expected to update binder with meeting notes, expense receipt copies (originals to treasurer), program timeline and recommendations to be turned into SIGS. A final report and a final treasury report should be received within 30 to 60 days maximum after the event.

Share-A-Day:
- The purpose of the event is to educate and familiarize the public with AA and what it does.
- by organizing a full day of the Twelve Steps of Recovery (A.A.) workshops, usually held in public facilities such as schools or parochial venues, this event is open to the public and is totally free of charge.

Thanksgiving Marathon:
- This event is held to provide meetings during the holiday in lieu of cancelled meetings.

Spiritual Breakfast:
- Held on the Sunday after Thanksgiving in the morning for three to four hours.
- Event funded by ticket sales and dedicated Spiritual Breakfast budget.

Handbook Review:
- Handbook to be reviewed as a familiarization at some point following the October bi-annual elections by incoming and outgoing SIGS Officers, for the purpose of transferring working knowledge of the handbook from outgoing SIGS Officers to incoming SIGS Officers. Not as a review with the purpose of making changes.
- If the Handbook document is found to be out of date or requires changes, a Committee Chair should be appointed, and a committee formed to address those issues.
Redistricting Committee
- Districts to be reviewed at some point following the October bi-annual elections by incoming and outgoing SIGS Officers and DCMs.
SIGS Meeting Guidelines
- DCMC creates meeting guidelines for SIGS meetings
- The agenda should be distributed via email, suggested 72 hrs. before the SIGS meeting
- SIGS meeting scheduled to last 60 minutes. DCMC can ask for a 15-minute extension if needed.
- Per the request of the body an “Ask it Basket” is left in the back of the room to address anonymous concerns of SIGS members.
- DCMC appoints a spiritual timekeeper and suggests a single 2-minute time limit per person, per topic.
- current DCMC requests that reports be emailed out to the body to be read by members at their convenience. I’ve asked that reports are only read if there is pertinent information to share. I’ve asked that Grapevine, meeting lists, and literature give reports to update the body on financials.
